What is Blockchain Estate Registry
Blockchain Estate Registry (BER) is a next-generation property registry system aimed at revolutionizing old-fashioned state land and real estate registries, as well as other property registries, to provide a digital environment for peer-to-peer property transactions and automatic registration, through the use of blockchain technologies and smart contracts.
Title tokens
Utilize title tokens to represent property rights
Enable peer-to-peer transactions without intermediaries
Blockchain as registry
The blockchain acts as both the medium for transferring ownership and the registry
Transactions on the blockchain do not require further registration in the old registry.
Smart Laws
Introduce Smart Laws for regulation, encompassing standards and protocols of digital governance and public administration
Enable automated verification for transaction compliance, validation, and registration.
Bundle of blockchains
Includes a selection of reliable and secure public blockchain networks
Users have the freedom to choose a blockchain network
Enables a fair market competition among blockchain technologies.
BER in Australia
Upon the submission by Dr. Oleksii Konashevych, the Australian Senate Committee studied the proposal and recommended that the Federal Government launch a blockchain pilot with the land registry. After the government election in 2022, the initiative stalled.
BER in Ukraine
The Association of Virtual Assets of Ukraine initiated the BER project in Ukraine, supported by the Parliamentary Group Blockchain4Ukraine and the Ministry for Digital Transformation. The task force created a demo prototype and is planning to draft a bill in 2024.
BER prototype by Stateside Agency
Led by Paul Dermody in collaboration with Dr. Oleksii Konashevych, Stateside Agency presented their prototype implementation, which included unique admin functions combined with collective decision-making governance. The project is open source.

What we offer to governments
We offer governments our expertise to modernize their land registries.
Consultancy
We help governments explore the potential of Blockchain Estate Registry (BER) technology within their jurisdiction. The initial step involves outlining the advantages of blockchain technology and the benefits of BER. Upon request, we develop Terms of Reference for the project and a Roadmap.
Legal Framework
We assist in creating a strategy for the implementation of BER and integrating it into their state registry systems. We aid in developing public policies that harness the potential for innovation.
Develop BER
We can develop and deliver cutting-edge technology for property registries. Starting with a Proof of Concept, and following the approval and adaptation of the legal framework, we can deliver BER, beginning with a Minimum Viable Product and providing its subsequent maintenance and development.
Commerialize
We assist governments in exploring the potential of public-private partnerships for those interested in outsourcing registry and titling services to a private operator. Learn more about how privatized land registries operate in Australia.
What we offer to investors
Global Investment Strategy:
Invest in Blockchain Estate Registry (BER) Solutions to have a global impact.
Cross-blockchain protocol for public registries
A pivotal infrastructure component, BER leverages cross-blockchain protocol with extensive applications for government and public services. It is the underlying technology for BER, Jurisdictions on Blockchain, the Decentralized Web (DWeb), and proposes an alternative to the ICANN top-level domain (TLD) system.
BER R&D
BER represents a groundbreaking development in the real estate sector, driven by blockchain technology and smart contracts. This innovation promises to transform the market, necessitating advancements that are informed by a thorough comprehension of law, economics, and the potential for automating traditional intermediary services.
BER Advocacy and Policies
Implementing BER requires meticulous efforts in engaging with governments, policymakers, public opinion, and professional associations. The establishment of new policies and legal frameworks is crucial to support the emergence of BER as a pioneering innovation.

BER Author
Founder, CEO
Oleksii Konasheych, PhD
Dr. Konashevych is the visionary behind the Blockchain Estate Registry (BER). Transitioning from a decade of legal practice, he embarked on PhD research through the international program involving the University of Bologna (Italy), Autonomous University of Barcelona (Spain), Tilburg University (Netherlands), and RMIT in Melbourne (Australia). His work culminated in the groundbreaking PhD thesis, 'Tokenization of Real Estate on Blockchain,' paving the way for a new era in land registry systems.
In 2021, his expertise caught the attention of the Australian Senate Select Committee on Fintech and Blockchain, where he presented his innovative concept. His input influenced the committee, leading to a recommendation for the Federal Government to explore a blockchain land registry project.
By 2023, Dr. Konashevych's initiatives had also resonated with Ukrainian politicians, fostering a partnership with the NGO Virtual Assets of Ukraine (VAU) to advance the BER agenda within the country and protect government registries from cyber warfare. As a VAU Board Member, Dr. Konashevych plays a crucial role in driving blockchain innovation in Ukraine.
Dr. Konashevych has authored over 30 papers published in international academic journals and serves as an opinion writer for Cointelegraph and Crypto.news. He also runs the Blockchain State YouTube channel and offers consultancy services through Blockchain State, focusing on digital transformation.
